The overall management of the University is vested in the University's Academic Council headed by the Rector. The membership in the Academic Council is granted to prominent professors, administrative staff and students through election. The Academic Council

• determines the long-term policy and development programs;
• manages organization and regulation of the University's activity;
• considers and introduces the Charter and reports to the University Annual Conference;
• approves the TSU symbols and structure;
• assigns scholarships to students supporting their academic success and personal development;
• introduces professors for election into the Russian Academy of Science;
• recommends the University staff members and students for awarding state, personal and other prizes.
